Let’s look at it as a location and file syncing issue. Try to sync your Dropbox folder first and see if it allows you to access the files. If you cannot open it from your local computer, you can try it from your Dropbox cloud.

If it is a permissions issue, you can open Dropbox as administrator. Go to your system bar and look for the Dropbox icon. Right-click on it and select Run as Administrator. Make sure as well that you have full control on your Dropbox folder. Right-click on the folder or file that you cannot access and click Properties. Set the permissions to Full Control.

Another way is to run DISM tools and SFC commands to verify what the problem is. On your Windows search, enter CMD and run it as administrator. Type DISM.exe /Online /Cleanup-image /Scanhealth followed up the Enter key. Do the same one at a time to the following command: DISM.exe /Online /Cleanup-image /Restorehealth, DISM.exe /Online /Cleanup-image /startcomponentcleanup, and sfc /scannow.

You can also try to unblock the problematic file. Right-click on the file and choose Properties. Head over to the General tab and check if there is an option for you to Unblock it.

Lastly, uninstall Dropbox on your computer. Then, reboot your device before you reinstall a fresh app.
