First, go to https://entra.microsoft.com/ and sign in to your account. Next, look for Information Protection or search 40775b29-2688-46b6-a3b5-b256bd04df9f. Select Microsoft Information Protection API.

On the page, locate Enabled for users to sign-in and select Yes. Click Save.
