Xbox users can request a refund of the game through their Xbox account.

Users who have purchased a pre-ordered Cyberpunk 2077 game are only eligible to get a refund. Games purchased post-launch are non-refundable. If you have pre-ordered the game more than 14 days before its launch, you can have it refunded anytime until the release of the game. But, if you have purchased in less than 14 days of the release date, you can still request a refund within 14 days after your purchase.

Like most platforms, Steam also offers refunds to game purchased within 14 days after purchase.
Request Cyberpunk 2077 Refund on PC using Microsoft Store
For PC gamers who have purchased from Microsoft Store the physical edition of the game, go to your Microsoft Store account. Navigate to your Order History. Look for Cyberpunk 2077 and Request a return.
