The OR-IEH-01 error on Google pay shows the error message, “An unexpected error has occurred. Please try again later.” Error code: [OR-IEH-01]” While the error OR-IEH-02 gives you the error message, “Can’t purchase. Error OR-IEH-02“
Why Won’t Google Pay Accept My Card?
There are different reasons why you are seeing these particular Google Payments error. Google may have seen potential fraud or risk when purchasing using your card hence blocking you with the error message. Your firmware may be unknown to Google, or you may be using a VPN service, which hides your IP address from Google. Details on your credit card do not match with the information in your Google Payments.

Method #1 – Disable Your VPN Service
If you are using a VPN or a proxy service, it is best to temporarily disable it when you are purchasing from Google Play Store.

Method #2 – Verify Google Payments Account by Submitting Your Documents
The errors OR-IEH-01 and OR-IEH-02 will lead to the temporary suspension of your account. Google will send an email on how you will need to verify your account. Follow the instructions and submit your identification card or documents.
Aside from your ID, you may also submit documents with your name and address. These documents include utility bills or bank statements that will support your identification card and verify your account.
Method #3 – Check Your Credit or Debit Card Information
Make sure that your card details match the name and address indicated in your Google Payments.

HERE IS HOW TO ACTUALLY SOLVE THIS ISSUE.
Go to https://pay.google.com/gp/w/home/settings
Scroll to the very bottom to Payments Profile Status.
Click Close Payments Profile.
It will erase all (even if you didn’t have any, like I did) payment profiles and you’ll be able to add new cards/bank accounts/etc.

heads up, if you do Blake’s suggestion and you have any money saved up from google opinion rewards it will take away anything u had saved up. I had $40 saved up and just did his suggestion and boom all my money is gone.

None of them worked for me. In december my debit card expired. I received a new one, with the very same card number. Only the expiration date and CVC changed. I renewed them in my google pay account. I still couldn’t pay. I add my pay pal. Didn’t accept. I add my mobile account. Didn’t worked out. (Both did before) Now Google pay has my new card’s all details, my mobile account, my pay pal account. I successfully verified both but still can not pay. Now I was asked to send my scanned bank account statement with all details and my identity card. With all these information they can have everything what I have now. They can empty my bank account, sell my house or anything. And Blake if you read this I tried what you suggest and didn’t make any difference.

BLAKE, by deleting this data from the payment profile does it will delete also some data like on the google drive sorry just to cautious cause I have a lot of data and this will affect only this account coz this is under Gsuite account.

I had a similar issue inside the app. After a week of chatting with the Google Support team they suggested I try to purchase the app through the browser at play.google.com . It worked for me and did not error out. May be worth a shot before you delete your payment profile.
